We used a generic 54μm Synthetic Paper before and it lifted — is F90951 any different on small-diameter vials and ampoule cartons, and does it still hold on our own substrate?

54μm Synthetic Paper is specified for the pharmaceutical containers field, which does not mean every substrate in it. Synthetic paper prints like coated paper and survives water and tearing like a film. Where the surface is recycled or carries mould release, treat the first roll as a trial.

At what temperature do we apply F90951 (54μm Synthetic Paper, General-purpose), and what can it take afterwards, and what happens at the low end?

No application-temperature figure is released for this construction, and we will not invent one. Adhesive wet-out decides the low end, and that depends on your line speed and the temperature of the bottle.
